The elections duly went ahead in the last week of November (Table 2). Too frequently overlooked, they deserve to stand, not only as a monument to the political capacities of the Russian people, but as a milestone in the history of twentieth-century democracy. At least 44 million Russians cast a vote. To date it was the largest expression of popular will in history.
