In the event, in 1923 Kenya introduced new exclusions on Indian settlement, but in so doing, along with Australia, New Zealand, South Africa and Canada, and for that matter Britain itself, it put itself at odds with the very principle of equal treatment that was now acknowledged as a requirement of any consistent liberal vision of global empire.
