The outlines of this coalition had been visible since the 1912 Reichstag election, when the three parties that had once been the antagonists of Bismarck gained almost two-thirds of the popular vote. The Social Democrats, Christian Democrats and progressive Liberals now formed a standing committee to press their demands for democratization at home and a negotiated, non-annexationist peace.
