As Wilson spoke on 22 January the British Labour movement was meeting in Manchester – 700 delegates, including a minister in Lloyd George’s new government, representing two and a quarter million members, more than four times the number at their first meeting in 1901.25 The general tone of the discussion was patriotic. But at the mention of Wilson’s name the anti-war faction organized in the Independent Labour Party burst into a well-orchestrated ovation.
