If Wilson had been able to throw the weight of the United States behind Petrograd’s call for peace, the effect might have been dramatic. But the headlong aggression of Germany in the spring of 1917 appears to have convinced Wilson that so long as Imperial Germany remained a threat, there was no prospect of calming the militarist impulse in Britain and France.
