At the head stood Britain and the United States, who were accorded equal status as the only truly global powers with a naval presence throughout the high seas. Japan was granted third spot as a one-ocean power confined to the Pacific. France and Italy were relegated to the Atlantic littoral and the Mediterranean. Beyond these five, no other state reckoned in the balance.
