What none of these speculations could account for, however, was the remarkable course of events between November 1916 and the spring of 1917. The American President, re-elected with a mandate to keep America out of the war, tried to do something far more ambitious. He attempted not just to preserve neutrality but to end the war on terms that would place Washington in a position of pre-eminent global leadership.
