At 1 p.m. on 22 January 1917 Woodrow Wilson strode towards the rostrum of the US Senate.16 It was a dramatic occasion. News of the President’s intention to speak was only leaked to the senators over lunch. It was the first time that a President had directly addressed that august body since George Washington’s day.
