Since the election of Luiz Inácio Lula da Silva, and now under the leadership of his former chief of staff, Dilma Rousseff, Brazil has reduced its extreme poverty rate by 65 percent in a single decade, according to the government. More than thirty million people have been lifted out of poverty. After the election of Hugo Chávez, Venezuela slashed the percentage of the population living in extreme poverty by more than half—from 16.6 percent in 1999 to 7 percent in 2011, according to government statistics. College enrollment has doubled since 2004. Ecuador under Rafael Correa has dropped its poverty rates by 32 per cent, according to the World Bank.
