Instead of having all these experts on separate teams rarely sharing information, they all worked together, in the same room, sharing all their intelligence and planning to track down and kill Al Qaeda operatives. Before this, an intelligence organization would designate the target, then hand off the actual operations to a Special Forces team. Then that team would hand over any intelligence it gathered to yet another team for analysis.
