Instead of striking at the enemy where they were well fortified, they would lure the enemy out to strike at them, as had been done at Bunker Hill. From the accounts of spies and British deserters, it was by now known that Howe had sworn he would “sally forth” if ever the Americans tried to occupy Dorchester. And so it was resolved that preparations begin “with a view of drawing out the enemy.”
