This famous declaration, signed at first by the Emperors of Russia and Austria and the King of Prussia, was a precursor of the League of Nations and was quite sincerely intended to ensure the preservation of peace, but gradually it became a reactionary instrument for the suppression of freedom and the maintenance of despotism.
