Once the US, the USSR, and other countries had access to powerful bombs, they sought to demonstrate that these bombs could be delivered swiftly and accurately. Apollo was a plausible way to do this. It allowed the US to show that it could deliver a warhead-sized payload anywhere in the solar system—including Moscow.
