Aside from the absurdity of expecting Japan to honor the borders of the Philippines as Japanese soldiers violated borders everywhere else in the Pacific, the proposal asked the impossible of Roosevelt: to cede American territory and to agree to a deal reminiscent of the attempts to appease the Nazis on the eve of war in Europe.
