MacArthur would later say that he had tried to talk Quezon out of sending the proposal. But a letter MacArthur sent under his own name with it convinced some in the War Department that he was sympathetic to the idea. Secretary of War Henry Stimson called MacArthur’s letter “worse” than Quezon’s because—however myopic the view from the Malinta Tunnel—MacArthur should have known better.
