Imam Ghazali, like other Muslim philosophers, accepted the Greek idea of the soul having three faculties and to each faculty he assigned a virtue. So the rational faculty develops wisdom, the aggressive (or irascible) faculty develops courage, whilst the lustful (or passionate) faculty develops temperance. When there is harmony between the three, they lead to the development of the virtue of justice.
