On 11 March, Hitler succeeded in getting cabinet approval for the creation of a Reich Ministry for Popular Enlightenment and Propaganda. With that he kept the promise he had made to Goebbels on 30 January but which violated the express assurances he had given his coalition partners that the make-up of the cabinet would not change after the election.
