Zuzka and the others decided that the quickest way to distribute the propaganda was to have German POWs cross into their native country, make the drops, and then return to Italy. It was a high-risk operation, and illegal as hell given the constraints of the Geneva Convention, which prohibited POWs from being used for military purposes or “placed in positions of mortal danger.”
