Sanctuary cities earn their name for largely refusing to comply with ICE’s immigration orders. In 2013, San Francisco passed its Due Process for All ordinance, which prohibits authorities from holding immigrants for ICE if they had no violent felonies on their record. Though Lopez-Sanchez had committed several felonies, none of them were violent. So, in spring of 2015, he was a free man. And a few months later, he murdered Kate Steinle in the prime of her life.
