By raising defense spending (calculated as a percentage of GDP) to the average levels of the Cold War, the United States, Europe, Japan, South Korea, Australia, and other allies can serve as a new Arsenal of Democracy, counterbalancing the arsenals of autocracy played by Iran, North Korea, and, above all, China.
