South Korea, meanwhile, has a world-class civilian nuclear program, with twenty-six reactors in service, but does not, for now, control the nuclear fuel cycle and lacks the domestic uranium enrichment or reprocessing (“plutonium recovery”) facilities that would be required to build nuclear weapons.41
