For years, the United States and its allies were too timid to provide defensive weapons to Ukraine, even after Russia first invaded the country in 2014. Washington eventually began providing such assistance in 2017. But it would periodically “freeze” weapons shipments to Ukraine, such as before a Biden-Putin summit in mid-2021, on the apparent assumption that withholding defensive articles might earn Putin’s goodwill.6
