Accordingly, Beijing is trying first to employ United Front tactics—including the use of what it calls the “three warfares”: public opinion warfare, psychological warfare, and legal warfare—to undermine Taiwan’s democracy and the public will to resist in pursuit of “peaceful reunification” and “winning without fighting.”5
