E. M. Forster, whose name you see a lot in these pages, had to say on the subject in his book Aspects of the Novel: the fictive world (I’m paraphrasing here) is divided up into round and flat characters. Round characters are what we could call three-dimensional, full of traits and strengths and weaknesses and contradictions, capable of change and growth. Flat characters, not so much.
