As Arab governments jockeyed and maneuvered, the refugees never stopped longing for home. The right of return originally advocated by Count Bernadotte was enshrined by the United Nations in December 1948. UN Resolution 194 declared that "refugees wishing to return to their homes and live at peace with their neighbors should be permitted to do so at the earliest practicable date, and that compensation should be paid for the property of those choosing not to return."
