In a letter to the UN's Palestine Conciliation Commission, the director of Israel's Foreign Ministry wrote that "it would be doing the refugees a disservice to let them persist in the belief that if they returned, they would find their homes or shops or fields intact. . . . Generally, it can be said that any Arab house that survived the impact of the war . . . now shelters a Jewish family."
