They were, however, swayed in their decision by relatively small things. A simple home visit, without any particular effort at marketing, raises the fraction of people who buy weather insurance by a factor of four. In the Philippines, households that were randomly selected to complete a baseline survey containing many questions on health were more likely to eventually subscribe to health insurance than comparable households that had not completed the baseline survey. Presumably, answering all these questions about the possibility of health problems had reminded them of what could happen.21
