Almost every week I see busloads of people who come from all over to work for legislation they want and need. They go through a routine of getting lists of members' names, divid- ing into groups, and calling on congressmen. Sometimes they get an audience, sometimes they have to settle for talking to a staff assistant. But after they leave, nothing has changed. Their efforts do not show in the way the votes are cast.
