Reagan wasted little time in knocking down the fiscal gains that middle- and low-income people had made over the past four decades. Seemingly as quickly and deeply as Congress allowed and the poor economy justified, Reagan cut taxes for the rich and social programs for middle- and low-income families, while increasing the military budget.
