It would definitely piss them off, but would they fight or stand down? The prospect of overwhelming, annihilating force, with no real outlet for vengeance, may well have broken them. I'm not convinced they would continue to fight, knowing that resistance meant the destruction of more of their cities.
Too late to test it now, as the anger would lead to retaliatory strikes from the Russians on American cities.
