We might say that God does indeed bring order through government and wants every aspect of his world to be wisely governed through legitimate authorities. But this carries with it both the temptation to distort the vocation of governing and the culpability for doing so; that is, if rulers abuse their God-given position, then they are answerable to God himself. As for those rulers who engage in cruelty, injustice and avarice, they cannot say that they do so with divine sponsorship by virtue of their office.
