The problem is that some governments are tyrannical to the bone and citizens must develop instruments of resistance depending on the degree of tyranny. Wrestling with such questions, one faces the kind of trilemma that Dietrich Bonhoeffer did in the 1930s. Bonhoeffer was confronted with the question of whether to remain in America to lobby the US government to take a hard line against Nazi Germany, travel to India to study pacifism with Gandhi, or return to Germany, join the Confessing Church, and (eventually) take part in the plot to assassinate Adolf Hitler.
