In a political quid pro quo, the Southern Democrats agreed to back the Republican in exchange for the removal of federal troops from the South and an end to Reconstruction. Hayes became president with 185 electoral votes to Tilden’s 184.
This end of reconstruction doomed any advancement towards equality in the south. The north has always been complicit in Jim Crow and the systemic racism in the United States
In a decision that still rankles today, the court ruled that a contract “cannot be based on an ante-election promise to voters generally by a candidate for public office, so as to give a voter a right to restrain the promiser from violating same.” Which means simply that there is no legal recourse by which the electorate can pressure a candidate to live up to his or her campaign pledges, so politicians are free to say whatever they please in order to solicit votes without any obligation to fulfill their promises once in office.
