Without horses, Indian soldiers unavoidably traveled slower than European or Asian soldiers. If brigades were tied up as occupiers, they could not be reassigned quickly. As a result, the Inka were almost forced to co-opt local rulers instead of displacing them. They did so with a vengeance.
