That same minute, an NYPD helicopter, hovering over the Towers, reported that roof rescues—which had been successful following the 1993 bombing—would be impossible due to the volume of heat and smoke. Minutes later, Chief Esposito ordered that given the conditions no helicopters should attempt to land on the roof.
