When Phillips’ father had been mayor, the town had been populated almost exclusively by Anglo-American Protestants, and its budget had been $171,000. By 1865, however, 45 percent of the residents were immigrants, mostly Irish Catholic, and the city spent $6.5 million on its annual operations. Just five years later that figure would rise to $12.4 million.
