The problem is that, as with all playground-bully mentalities, they’re quite profoundly frightened; xenophobic and paranoid at once. We daren’t let them know the extent and power of the Culture yet, in case the whole empire self-destructs… such things have happened before, though of course that was long before Contact itself was formed.
