Hoover launched a full-scale investigation of King at the same time. While it may have seemed illogical for the Bureau to punish King even before gathering evidence of alleged misdeeds, Hoover shrewdly seized his chance to give both orders during the week when the whole country was huddling in fear of extinction by Soviet missiles. The missile crisis inspired and justified emergency measures such as the newspaper attacks on King for employing O’Dell.
