Not so, says Herder. Instead, each Volk is a unique “family writ large.”[181] Each possesses a distinctive culture and is itself an organic community stretching backward and forward in time. Each has its own genius, its own special traits. And, necessarily, these cultures are opposed to each other. As each fulfills its own destiny, its unique developmental path will conflict with other cultures’ developmental paths.
