Brought into being, and gloriously endowed by the power of God, and for his own holy, and sovereign purposes, our first parents were necessarily created under the government of appropriate laws, and therefore in covenant with their Maker. No fact is more plain and certain, than that nothing can exist in any department of the universe, whether physical, mental, moral, or spiritual, without an appropriate government by which it may be directed.
