Both top-down and bottom-up sprint goals can be brilliantly effective. The one approach that I don’t recommend, however, is a forced-fit. In a forced-fit approach, the team take the top priority items from the product backlog and then try to define some sort of sprint goal that fits the items. That is usually unsuccessful and often uninspiring because of the unrelated nature of the high-priority items.
