But the idea that democracy was on the way to establishing itself in Germany at this time is an illusion created by hindsight. There was in reality no sign that it was becoming more secure; on the contrary, the fact that the two major bourgeois parties, the Centre Party and the Nationalists, soon fell into the hands of avowed enemies of democracy boded ill for the future, even without the shocks to come.
