Legal officials in many parts of Germany now made liberal use of terms such as ‘vermin’ or ‘pest’ to describe criminals, denoting a new, biological way of conceptualizing the social order as a kind of body, from which harmful parasites and alien micro-organisms had to be removed if it was to flourish.
