The responsibility for the social eruption in July 1966 lay squarely upon the shoulders of those elected officials whose myopic social vision had been further blurred by political expedience rather than commitment to the betterment of living conditions and dedication to the eradication of slums and the forces which create and maintain slum communities. It must be remembered that genuine peace is not the absence of tension, but the presence of justice.
