On 25 August, after promising further liberalizing measures, Khanh suddenly resigned. Two days later, after no one had stepped forward to fill the vacuum, a triumvirate composed of Khanh, Minh, and Tran Thien Khiem assumed power and withdrew the controversial constitution.
