The Prussian military theoretician Carl von Clausewitz famously argued that war is the continuation of politics by other means. He meant that every nation has goals—security, well-being, prosperity—that it ordinarily pursues through politics, but when another nation or internal force thwarts their achievement through politics, war is the natural result.
