Altogether less contentious was the Committee on the Free Navigation of International Rivers, which met for the first time on 2 February 1815 to discuss the arrangements for rivers such as the Rhine, the Meuse, the Neckar, the Main and the Scheldt which flowed through or between different sovereignties.
