The second problem with the Kissinger view is that the Vienna settlement itself was never entirely consummated, and that it broke down very quickly. The concert of the great powers, such as it was, did not survive the Congress of Verona in 1822. And the new status quo was overturned in 1830, barely fifteen years after the signature of the Final Act.
