In both 2006 and 2007 there was an uptick in the incident reports of crimes committed not by bandits but by the authorities themselves: military, police, and even migration officers. Between May 2006 and April 2007, the investigator Rodolfo Casillas of the Facultad Latinoamericana de Ciencias Sociales (FLACSO, an international institute with a branch in Mexico City) surveyed 1,700 undocumented Central Americans in Mexico.
