On April 4, 2008, the head of INM, Cecilia Romero, along with the secretary of the interior, Juan Camilo Mouriño,2 received a forty-page document titled “Kidnappings and Organized Crime.” The document contained a detailed account of what was occurring nationwide, along with three personal testimonies of victims.
